Sealed bids were received and opened for one (1) centrifugal pump from
the following Firms, as advertised for in the St. Louis Park Dispatch, Feb-
ruary 15, 1946.

On motion of Trustee Perkins, seconded by Clerk Justad, the bid of
Fadden Pump & Equipment Company was referred to the Village Engineer for check-
ing and recommendation. Motion was passed by unanimous vote of Councilmen present.

On motion of Trustee Jorvig, seconded by Trustee Perkins, the above bids
for Water Nbters was referred to the Village Engineer and Water Department
Committee for checking and recommendations, Motion was passed by unanimous vote
of Councilmen present.

Trustee Jorvig came in at 8:30 P. M.
Permit - Two-Family Dwelling
On motion of Trustee Perkins, seconded by Clerk Justad, the Building Ins-
pector was authorized to issue a permit for one (1) two-family dwelling on lots
8 to 13 inclusive, Block 206, Rearrangement of St. Louis Park. Motion was
passed by unanimous vote of Councilmen present.
Petition for Grading
A petition for grading of Quentin Avenue South of 41st Street to the South
line of Yale Land Company's Garden Lots Lot 6, signed by Vernon C. Jenson was
read.
On motion of Clerk Justad, seconded by,Trustee Jorvig, the petition of
Vernon C. Jenson for grading of Quentin Avenue South of 41st Street to the South
line of Yale Land Company's Garden Lots Lot 6 was referred to the Village Engineer
and Village Attorney for checking and recommendation by unanimous vote of Council-
men present.
Police Officer Appointed
President Erickson recommended the appointment of Dan Whalen as Police
Officer for a 30 day period starting March 16, 1946. On motion of Trustee
Jorvig, seconded by Trustee Perkins, the recommendation of President Erickson
for the appointment of Dan Whalen as Police Officer for a period of 30 days be-
ginning March 16, 1946 at a salary of 4$180.50 per month. Motion was passed by
unanimous vote of Councilmen present.

Assessor Harold Hofstrand
Resigns
A written resignation from Assessor Harold Hofstrand was read, stating that
due to pressure of work in his business he would be unable to devote any time to
assessing. On motion of Trustee Perkins, seconded by Trustee Jorvig, the resi-
gnation of.Harold Hofstrand, Assessor was accepted with regrets , by unanimous vote
of Councilmen present.
New Assessor Appointed
President Erickson recommended the appointment of Allen W. Wylie, 2919
Salem Avenue to fill the unexpired-term of Harold Hofstrand, as Assessor. On,_
motion of Trustee Jorvig, seconded by Trustee Perkins, the recommendation of
President Erickson for the appointment of Allen W. Wylie to fill the unexpired
term of Harold Hofstrand as Assessor of Village of St. Louis Park was approved
by unanimous vote of Councilmen present. /
Plumbing Bond Approved
(Brown Plumbing)
A plumbing bond in the amount of $4,000. received from Alex Brown; DBA
Brown's Plumbing, 2011 Sheridan Avenue North, Minneapolis, Minnesota dated
February 18, 1946 with the National Casualty Company as surety was presented to

the Council. On motion of Clerk Justad, seconded by Trustee Perkins, the plumb-
ing bond of Alex Brown, DBA Brown's Plumbing was approved by unanimous vote of
Councilman present.
Petition - Rezoning Of
Ruedlinger Property
A petition from Ruedlinger Nursery for the rezoningaof Lots 23, 24, 25,
Block 312, Rearrangement of St. Louis Park from Residential to Commercial was read.
On motion of Clerk Justad, Seconded by Trustee Jorvig, the petition of Ruedlinger
Nursery for the rezoning of Lots 23, 24, 25, Block 312, Rearrangement of St. Louis
Park was referred to the Planning Commission for checking and recommendation.
Motion was passed by unanimous vote of Councilmen present.
Proposed Plat - Joe Bass
On motion of Clerk Justad, seconded by Trustee Jorvig, the proposed plat
of Joe Bass of property lying North of 26th Street and West of France Avenue was
referred to the Planning Commission for checking and recommendation by unanimous
vote of Councilmen present.
Weed Inspector Appointed
President Erickson recommended.that Peter Stienstra be appointed as Weed
Inspector for the year 1946. On motion of Trustee Jorvig, seconded by Trustee
Perkins, the appointment of Peter Stienstra as Weed Inspector for the year 1946
was approved by unanimous vote of Councilmen present.
Hearing - Rezoning
E. H. Shursen
A hearing was had on the petition of E. H. Shursen for the rezoning of Lots
8 thru 36, Block 206, Rearrangement,of St. Louis Park from Residential to Multiple
Dwelling. E. H. Shursen appeared in favor.
Hearing - E. A. Hurlbutt
Rezoning.
A hearing was had on the petition of E. A. Hurlbutt for rezoning the East
127 feet of North 257 feet of SWP of SEi and West 163.48 feet of East 25 rods of
North 357 feet of SWi of SE4, Section 6, Township 28, Range 24, to permit the
erection of two-story multiple dwellings. No one appeared.
Ordinance
On motion of Trustee •Jorvig, seconded by Trustee Perkins, the following
Ordinance amending the Zoning Ordinance was passed by unanimous vote of Councilmen
present:
ORDINANCE NO. 234
AN ORDINANCE AMENDING THE ZONING•ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. The Zoning Ordinance of the Village of St. Louis Park passed by
the Village Council January 20, 1932 is hereby amended by deleting the following
described lands from that portion of the Village designated in said Ordinance as
"Residence District" and including said lands within the portion of said Village
designated in said Ordinance as "Multiple Dwelling District":
Lots 14 to 30 inclusive, Block 206, Rearrangement
of St. Louis Park, and
All that part of Section 6, Township 28, Range 24
now zoned "Residential Use" and described as follows:
The North 257 feet of the East 412.5 feet of the SWC
of the SE ; also all that part of the NW4 of the SE of
said Section 6, lying adjacent to said property and
North of Excelsior Boulevard.
Section 2. This Ordinance shall take effect from and after its publication.
Hearing Set - Two-family
Dwelling-A.B. Olson
The application of Albin B. Olson for permission to remodel his home at 3020
1 8 March 4, 1946.
Ottawa Avenue into a two-family dwelling (duplex) was discussed. Mr. Olson's
letter dated February 15, 1946 and the Planning Commission's report was read in
connection with same.
On motion of Trustee Perkins, seconded by Trustee Jorvig, March 25, 1946
was set as date for hearing on the petition of Albin B. Olson for a permit to
convert his home at 3020 Ottawa Avenue to. a two-family dwelling. Motion was
passed by unanimous vote of Councilmen present.
Resolution
Clerk Justad proposed the following resolution:
RESOLUTION ADOPTING111
Public Employees Retirement Plan for Pensions
RESOLVED, that pursuant to the provisions of Section 24, Chapter 307,
Laws 1931, as amended, the Village Council of the Village of St. Louis Park does
hereby approve of and consent to deductions, from and after Apr.1, 1946, from
salaries of officers and employees as provided in.said Chapter, if and when such
officers and employees become members of the PUBLIC EMPLOYEES RETIREMENT ASSOCIA-
TION, in accordance with the terms of said Chapter; and be it further
RESOLVED, that the proper officers of the Village of St. Louis Park be,
and they are hereby authorized and directed to cause such salary deductions to
be made, and further, to transmit to the Secretary of the said PUBLIC EMPLOYS
RETIREMENT ASSOCIATION the amount of deductions made from the salaries of such
officers and employees, together with such information concerning such salary
deductions, and the names of the officers and employees onv;whose account the
same have been made, as required in said Chapter; and be it further
RESOLVED, that the Clerk of the Village be authorized and directed to file
a certified copy of this resolution with the Secretary of the PUBLIC EMPLOYEES
RETIREMENT ASSOCIATION as also provided in said Chapter.
Trustee Perkins moved the adoption, .and it was declared adopted upon the
following vote: Yeas; Trustee Jorvig, Trustee Perkins, Clerk Justad, President
Erickson. Nays; None. Total Yeas; 4, Total Nays; None. Adopted.

Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Councilmen present.
RESOLUTION LEVYING SEWER ASSESSMENTS
WHEREAS, pursuant to notice published in the St. Louis Park Dispatch,
February 15, 1946, the Village Council has met and examined proposed assessments
for sanitary sewers for Sanitary Sewer District No. 1-G, and no objections
having been filed, now therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said proposed assessment is hereby affirmed and adopted and shall constitute
the special assessment against the lands named therein and each lot, piece or
parcel of land included in said assessment is hereby found to be benefited by

said improvement in the amount of assessment levied against it, and
BE IT FURTHER RESOLVED that such assessment shall be payable in equal
annual installments over a period of ten years, the first of said installments
to be payable bn the first day,of January, 1947, and succeeding installments on
the first day of January in each year thereafter until the full amount of said
assessments are paid. Said special assessments and each installment thereof shall ,
bear interest at the rate of five (5%) per cent per annum until fully paid. Said
interest to be computed from the date of this resolution. Said special assessments
with accruing interest thereon shall be paramount lien upon the property included
therein from time of the adoption of this resolution and shall remain suchlien
until fully paid, as authorized by Chapter 312, Laws of Minnesota, 1903, as amended;
and
BE IT FURTHER RESOLVED that all monies collected on any such special assess-
ments shall constitute.a fund for the payment of the cost of said improvement for
the District for which such assessment was made, and the same shall be dredited
to the proper Sewer District fund under the designation - Fund of Sewer District
No. 1-G.
Salary & Wage Scale Set
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
salary and wage scale was set, retroactive to January 1, 1946, and subject to
change or reconsideration; said raises due to increased cost of living. Motion
was passed by unanimous vote of Councilmen present.

On motion of President Erickson, seconded by Trustee Jorvig, the application
of George L. Brooks for a license to operate one mechanical amusement device as
required by Ordinance No. 181 was approved and the President and Clerk were
authorized to issue same to expire December 31, 1946. Motion was passed by
unanimous vote of Councilmen present.

On motion of Trustee Jorvig, seconded by Clerk Justad, the Clerk was
authorized to advertise for bids for the following road material; 100,000
gallons, more or less, Road Tar; 3,000 tons, more or less, Bituminous Plant
Mix; 3,000 tons, more or less, Sand; 2,000 tons, more or less, Gravel.
Bids to be opened March 18, 1946. Motion was passed by unanimous vote of
Councilmen present. -

Hearing - Two-family
Dwelling
A hearing was had on the petition of Mr$ J. Clark, 4065 Vernon Avenue,
Lot 36, Block 3, Browndale, for a special-permit to alter her home to a two-
family dwelling.
On motion of Trustee Jorvig, seconded by Clerk Justad, the Building Ins- •
pector was authorized to issue a permit to Mrs. J. Clark, 4065 Vernon Avenue
to alter her home into a two-family dwelling, subject to the regulation of
the Building Code. Motion was passed by unanimous vote of Councilmen present.
Permit to Place Poles
N. S. Power Company -
On motion of Clerk Justad, seconded by Trustee Jorvig, the application
of the Northern States Power Company to set four (4) poles in alley between
March 4, 1946. 21
Dakota Avenue and Edgewood Avenue and 28th and 27th Streets; and one (1) pole
in alley between Oregon and Pennsylvania Avenues and Highway No. 7 and Division
Street. Motion was passed by unanimous vote of Councilmen present.
Heating License
Nordby Heating Company made an application for a heating license for 1945
on November 10, 1945 - no bond was furnished and no permits taken out for 1945.
They now request that license fee paid November 10, 1945 be applied on the 1946
license. application. On motion of Trustee Jorvig, seconded by Clerk Justad,
the above request was approved by the unanimous vote of Councilmen present.
111 Advertise for Bids
Fire Hose
On motion of Trustee Jorvig, seconded by Clerk Justad, the Clerk was author-
ized to advertise for bids on the following equipment for the Fire Department,
bids to be opened March 18, 1946:
500 feet ofinch fire hose and
500 feet of 2 inch_ fire hose, single
jacket, 400 pound test, complete with
couplings, delivered.
Motion was passed by unanimous vote of Councilmen present.
Advertisement for Bids For
Office Equipment
On motion of Trustee Jorvig, seconded by Clerk Justad, the Clerk was author-
ized to advertise for bids for addressing equipment and accessories for the
Water Department, to be opened March 25, 1946. Motion was passed by unanimous
vote of Councilmen present.
Hearing
A hearing was had on proposed assessment for sidewalk improvement No. K-78.
No one appeared.
Resolution
On motion of Trustee Jorvig, seconded by Clerk Justad, the following reso-
lution was duly adopted by unanimous vote_of all members of the Council present:
SIDEWALK ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in a
resolution heretofore adopted by the Council which was duly served on owners
of property fronting on Sidewalk Improvement No. K-78 on both sides of Edgewood
Avenue from Minnetonka Boulevard to 31st Street and has heard all testimony
offered by or on behalf of all persons interested or affected by the construction
of saidwalk; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it hereby determines that the amount of benefits caused by said construction
to each lot, part of lot or parcel of ground fronting the portion of the res-
pective streets where such walk was constructed are as follows:

SPECIAL MEETING - MARCH 11, 1946
A meeting of the Village Council was called to order by President
Erickson at 8:04 P. M. with the following Councilmen present at roll call:
Trustee Perkins Trustee Jorvig
Clerk Justad President Erickson
Sanitary Sewer District 1-I
A discussion was had on the bids for Sanitary Sewer 1-I received on March
4, 1946. Trustee Perkins and Engineer J. C. Utton stated that the bids appeared
too high and suggested that they be rejected. Frank Buchheit asked about the
chance of the Village doing some large sanitary sewer job in the future that
would allow for a better bid. Trustee Perkins said that within the next year
he feels sure that there will be lots of sewers wanted.
George Barton, Jr. said he has talked with the people on the East side of
Monterey Avenue, South of Minnetonka Boulevard and they are all opposed to doing
the work now at a price of $6.25 per foot. Frank Buchheit stated that the
folks on Lynn Avenue feel they would like to pass up the sewer at the present
price of $6.25 per front foot.
R. Mc Elderry stated that he feels we should hold off until a larger con-
tract can be offered to the bidders as $6.25 per front foot would work a real
hardship to some folks in his community. Mr. Woodward of the Lincoln Tool &
Die Company asked where the South sewer would run - was answered by Trustee
Perkins. Mr. Woodward said that costs were increasing rapidly every day and
wonders whether cost of sewer will not be higher rather than lower in the near
future.
Frank Buchheit asked Engineer Utton if he thought a lower price could be
had later. Mr. Utton said that with the present competition of home building
he feels that later, price will be lower.
TRUSTEE-PERKINS left meeting at this time..
Frank Buchheit said that as far as residents are concerned, they would
like to put off the 1-I project for a year or at least until new project District
#2 is started and then bids could be taken for 1-I and D-2 together. He also
stated that the Lincoln Tool & Die Company should be given all the help possible
but we should clip off this project now and include it in the larger project of
District #2. He asked in the name of all community that this be done.
