at 4833 Minnetonka Boulevard was approved and the President and Clerk were
authorized to issue 'license for same to expire December 31, 1946. Motion was
passed by unanimous vote of Councilmen present.
Drell Bids Rejected
On motion of Trustee Jorvig, seconded by Clerk Justad, all bids received
on February 4, 1946 for drilling a new well at 41st Street and Natchez Avenue
were rejected on the recommendation of Village Engineer J. C. Utton, and the
Clerk was instructed to advertise for new bids on same to be opened March 18,
1946;' and the Clerk was authorized to return bid checks received with bids.
Motion was passed by unanimous vote of Councilmen present.
Sewer Bids Accepted
Bids for the construction of sanitary sewer in Utica Avenue between 28th
/ Street and the South line of Lot 1, Block 2, American Security Investment Co's.
Oak Terrace, received January 28, 1946 and tabulated by Village Engineer J. C.
Utton were read as follows:

'On motion of Trustee Jorvig, seconded by Clerk Justad, the bid of Phelps-
Drake Company for the construction of sanitary sewer in Utica Avenue between
28th Street and the South Line of Lot 1, Block 2, American Investment CO's.
✓ Oak Terrace was determined the lowest bid of,a responsible bidder received
pursuant to advertisement for bids, and the resident and Clerk were authorized
to enter into a written contract in behalf of the Village on forms approved by
the Village Attorney. Motion was passed by unanimous vote of Councilmen pres-
ent.
Hearing Date Set
'On motion of Trustee Jorvig, seconded by Clerk Justad, March 18, 1946
was the date set for public hearing on the petition of C. 0. Carlson for the
rezoning of property between Highway No. 7 and Minnetonka Boulevard and Joppa
and Kipling Avenues, by unanimous vote of Councilmen present.
Special Permit To •
Install Water Line
On motion of Trustee Jorvig, seconded by Clerk Justad, a special permit
was granted to Sigurd Johnson to install a one-inch (1") water line from Lynn
Avenue West along the North Service Road of Highway No. 7, it being agreed that
if and when a six-inch (6") main is laid, the property will stand its share of
the cost. Motion was passed by unanimous vote of Councilmen present.

Objection to Houses
Under Construction
M. F. Damon, 2821 Oregon Avenue, Mrs. G. Lundstrom, 2817 Pennsylvania
Avenue, Robert Lewis, 2813 Pennsylvania Avenue, F. H.Tanke, 2808 Oregon Avenue,
R. L. De Lapp, 2809 Oregon Avenue and H. E. Warner, 2816 Oregon Avenue appeared,
objecting to some houses being build on Pennsylvania Avenue South of 28th Street
by Dewey Thomas at 2809 - 07 Pennsylvania_Avenue.
They claim no permit was taken out and that some cement blocks have been
moved in. They also asked that 2813 Nevada Avenue be checked, which is not com-
pleted.
II/ The above matter was referred to the Committee of the Whole who agreed to
check with Peter Stienstra, Building Inspector and on the locations, Friday,
March lst. _
St. Louis Park VJW
RE Building Lots
Rex Pickett and ,Bruce Dickinson representing the St. Louis Park Veterans
of Foreign Wars Post appeared in regard to some lots on Lake Street just West of
Dakota Avenue in Blocks 177 and 178, Rearrangement of St. Louis Park. They asked
for some help in securing these lots from the State. Mr. E. Shursen who was
in the audience informed Mr. Pickett and Mr. Dickinson that the Pacific Invest-
ment Company had re-purchased these lots today as the original owners.
President Erickson told Mr. Pickett and Nor. Dickinson that they should see
Mr. Kidder at the County Auditor's office for lots and to call on the Council if
we could be of any assistance.

On motion of Trustee Jorvig, seconded by Clerk Justad, the following
verified claims were approved and the President and Clerk were authorized to issue

Watermain Extension
Mr. E. Shursen appeared and asked about watermain extension on Louisiana
Avenue between 33rd Street and 2nd Street NW to serve Block 206, Rearrangement of
St. Louis Park. Village Engineer Utton said that specifications would be ready
March 11th and bids would be advertised for to be opened March 28, 1946.
Licenses Approved
On motion of Trustee Jorvig, seconded by Clerk Justad, the following
licenses were approved and the President and Clerk were authorized to issue same
to expire December 31, 1946. Motion was passed by unanimous vote of Councilmen
present.

Lloyd Mc Gary Resigns
From Police Department
A letter dated February 25, 1946, signed by Lloyd Mc Gary, asking that we
terminate his duties as Police Officer with the St. Louis Park Police Department,
effective March 15, 1946.
On motion of Trustee Jorvig, seconded by Clerk Justad, the resignation of
Lloyd Mc Gary as Police Officer, effective as of March 15, 1946 was accepted with
regrets by unanimous vote of Councilmen present.
Petition for Vacation Of
Alley in Block 12, Lewis-
ton Park Addition
February •25, 1946.
A petition signed by Lumber Stores, Incorporated was read requesting the
vacation of alley in Block 12, Lewiston Park Addition adjacent to Lots 2, 3, 4,
and 5.
On motion of Trustee Jorvig, seconded by Clerk Justad, the petition of
Lumber Stores, Incorporated was referred to the Village Attorney for advertis-
ing of hearing to be held March 18, 1946. Motion was passed by unanimous vote
of Councilmen present.
Municipal Short Courses

On motion of Trustee Jorvig, seconded by Clerk Justad, the following
Village Employees were authorized to attend Municipal Short Courses to be held
at the University of Minnesota in March with expenses paid. Motion was passed
by unanimous vote of Councilman present.

For Erection of Machine
Shop
On motion of Clerk Justad, seconded by Trustee Jorvig, the application of
Precision Screw Products Company, 700 Fourth Street South, Minneapolis Minnesota
for erecting a building on Lots 15 through _20 on corner of Alabama Avenue and
West 36th Street was referred to the. Planning Commission for checking and
recommendation by unanimous vote of Councilmen present.
Certify Need for Housing
On motion of Trustee Jorvig, seconded by Clerk Justad, President Erickson
was authorized to certify to the need_for housing in the Village of St. Louis
Park to be made to the Federal Housing Authority, by unanimous vote of Council-
men present.
Advertise for Bids
1 Calculating Machine
On motion of Trustee Jorvig, seconded by Clerk Justad, the Clerk was
authorized to advertise for bids on one (1) Monroe calculator model MA 7-173-W
or equal; bids to be opened March 11, 1946. Motion was passed by unanimous vote
of Councilmen present.
Public Employees Retirement •
Public Employees Retirement Pension was discussed and the Clerk was asked
to bring in a resolution March 4, 1946, ready for Council action.

Petitions - Lateral Sewer
' and Watermain
Petitions signed by Joseph A. Bass and others for construction of lateral
sewer and watermain in Kipling Avenue between 26th and 27th Streets was referred
to Village Engineer J. C. Utton for checking and recommendation.
Resolution
On motion of Trustee Jorvig, seconded by Clerk Justad, the following reso-
lution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CONDEMNATION OF LANDS FOR STREET AND
UTILITY PURPOSES
WHEREAS, it is necessary and in the public interest that the Village of St.
Louis Park construct a 12-inch water main from the existing 12-inch water main in
France Avenue at the intersection of France Avenue with Randall Avenue in said
Village, thence Northerly to the intersection of France Avenue and Minnetonka
Boulevard and there connecting with existing 12-inch main of said Village, said
water mains constituting a part of the public water supply system of said Village,
and
.WHEREAS, said France Avenue is a public street extending in a Northerly
and Southerly direction along the East-West boundary of the corporate limits of
the Village of St. Louis Park and the City of Minneapolis and said proposed water
main will be constructed along the course of said France Avenue, and
WHEREAS, the lands hereinafter described are along the course of said
France Avenue but have not been dedicated as_a portion of said street, and it is
necessary that the same be acquired by the Village of St. Louis Park for use as
a public street and for construction therein of public water mains and sewers
and in order that a full and adequate right-of-way may be available for public �(
use; therefore, /\
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
it is necessary to take an easement over and.across the following described tracts
of land for public street and highway purposes, including the right, privilege,
easement and permission to enter upon and to excavate for and construct, lay, re-
lay, reconstruct, maintain, clean, repair and use-in connection with the public
water supply system of said Village, of St. Louis Park forever, a water main and
necessary underground appendages thereto ofsuch size and dimensions as shall be
determined by said Village of St. Louis Park in, upon, along and across each of
said tracts of land at such locations as shall be determined by said Village, and
likewise the right, privilege, easement, and permission to enter upon and excavate
for and construct, lay, re-lay, reconstruct, maintain, clean, repair and use in
connection with the public sewer system of said Village forever, a sewer and
necessary appendages thereto of such size and dimensions and at such location on
said tracts as shall be determined by said Village, including the right to for-
ever maintain a sufficient amount of soil over, above and adjacent to said water
mains and sewer within said following described tracts of land as shall be necessary
to prevent freezing of liquids therein, and the right to maintain all manholes
constructed with said water main or sewer free from any interference whatsoever;
That a meets and bounds description of the proposed street and the res-
pective tracts of land above referred to is as follows:
Tract No. 1: An easement for the purposes above set forth in, upon,
over, along and across the West 47 feet of the East 67 feet of that
part of the SEi of the NEi, Section 6, Township 28, Range 24 West,
described as follows: Commencing 36.3 feet South of the NE corner of
the SE* of the NE*; thence South 310 feet; thence Southwesterly to a
point on the West line of the said SEri of the NE* distant 804.9 feet
South from the NW corner thereof; thence North to the South line of
the property of the Chicago, Milwaukee, St. Paul & Pacific Railroad Co.;
thence Northeasterly to a point of beginning.

Sealed bids were received and opened for one (1) centrifugal pump from
the following Firms, as advertised for in the St. Louis Park Dispatch, Feb-
ruary 15, 1946.

On motion of Trustee Perkins, seconded by Clerk Justad, the bid of
Fadden Pump & Equipment Company was referred to the Village Engineer for check-
ing and recommendation. Motion was passed by unanimous vote of Councilmen present.
