HomeMy WebLinkAbout1946/12/02 - ADMIN - Minutes - City Council - Regular 282 November 25, 1946 Ordinance On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the follow- ing Ordinancewas passed by unanimous vote of Councilmen present: ORDINANCE NO. 254 AN ORDINANCE AMENDING ORDINANCE NUMBER 176 RELATING TO CONNECTIONS WITH MAINS AND EQUIPMENT AND USE OF WATER The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Section 4 of Ordinance Number 176 entitled "An Ordinance Establishing a Village Water Department, Prescribing Rates for Use of Water and Regulations Governing Connections with Mains and Equipment and Use of Wate " adopted by the Village Council December 29, 1941, is hereby amended to rea ,as follows: "Section 4. Charges shall be made and collected for tapping and making connections with the Village water mains, to be paid at the time of making application therefor, as follows: For connections 5/8 inch in diameter, $5.00 each For connections 3/4 inch iri diameter, 6.00 each For connections 1 inch in diameter, 7.00 each For larger connections, such an amount as shall be fixed by the Registrar. For turning on water where service has been turned off for non-payment of water bill, $2.00 For raising or lowering stop-box tops to correspond with ground level, $ 5.00 Charges shall be made for furnishing meters and other equipment at cost to the Village as determined from time to time by resolution by the Village Council." Lease -- David Z. Johnson On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the President and Clerk were authorized to execute lease with David Z. Johnson for use of Lot 3, Block 4, Sunset Gables Second Division, by unanimous vote of Councilmen present. Advertise for Bids - Well #5 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was authorized to advertise for bids for Well #5 to be located on property lying West of Texas Avenue and South of 39th Street; bids to be opened December 23, 1946; same to be advertised in the St. Louis Park.Dispatch, Construction Bulle- tin and Northwest Contractor and Engineer. Motion was passed by unanimous vote of Councilmen present. Hearing Date Set -- Gas & Fuel Oil Storage Yard On motion of Clerk Justad, seconded by Trustee Bolmgren, a hearing was set for December 9, 1946 on the application of M. M. Rude for a gas and fuel oil storage yard permit at the Rice Sand and Gravel Pit on Excelsior Boulevard, by unanimous vote of Councilmen present. Meeting Adjourned The meeting was adjourned at 10:00 P. He said he has called the Police Department about it but no action has been taken. He also reported dumping on the lots across the street from his home and asked that no dumping signs be placed there. President Erickson said he would have these matters checked. Bench Plan Mr. Schultz was present and discussed his Bench Plan with the Council. It was suggested that the Ordinance covering this plan be brought up for passage at the first meeting in January, 1947. _ I Protest Commercial Building Mrs. Hognander and others living in the vicinity of 35th and Alabama appeared in protest to the granting of a permit to the Bruelheide Bridge Guild to build a commercial building on the NE ,corner of 35th Street and Alabama Avenue. They were asked to come to the Planning Commission's meeting to be held December 5, 1946. Petition - Longley Garage A petition signed by I. H. English regarding the "Longley Garage" was presented to the Village Council and ordered placed on file. Speed on Highway #7 H. J. Kuhlman appeared regarding the matter of speed on Highway No. 7 as pointed out in his letter to the Council dated November 22, 1946. Barricade Glenhurst - 26th & 27th On motion of Trustee Jorvig, seconded by.Trustee Bolmgren, the Street De- partment was instructed to barricade off with light barricade, Glenhurst Avenue between 26th and 27th Streets during the winter months, by unanim ous vote of Councilmen present. Registration of Voters Mr. Alger, appeared in behalf of the Republican Club and suggested that the Council consider the matter of voter's registration. The Clerk eras asked to make a check on this matter and report findings to the Council. Steel Liner Plate Method • . Village Engineer, J. C. Utton explained the steel liner plate method to be used by Al Johnson Construction Company on the. sewer job, District #2. On motion of Trustee Bolmgren, seconded by Clerk Justad, the letter pre- pared by Village Engineer, J. C. Utton, dated December 2, 1946, addressed to Al.Johnson Contbruction Company approving the proposed tunnel liner plate cons- truction for the tunnel section of District Trunk Sewer No. 2 was approved by unanimous vote of Councilmen present. Trustee Jorvig _ Trustee Jorvig left the meeting at this time. Permission to Set Poles . On motion of Trustee Bolmgren, seconded by Clerk Justad, the request of Northern States Power Company for permission to place 4 poles in4Alley between Gorham and Brownlow North of 1st Street NE; and 3 poles in Alley between Oregon and Pennsylvania; Walker and 35th as shown in sketches attached to request was approved by unanimous vote of `Councilmen present. Transfer Pin Ball License On motion of Trustee Bolmgren, seconded by Clerk Justad, the application of Peter Brooks for transfer of license to operate a Pin Ball Machine from George Brooks Restaurant (closed) to Ray and Arnies, 4324 Excelsior Boulevard was approved without fee for the balance of 1946; and the President and Clerk were authorized 111 to issue license for same to expire December 31, 1946. Motion was passed by un- animous vote of Councilmen present. Trustee Jorvig Trustee Jorvig returned to the meeting at this time. Scavenger License ,', On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of William S. Sweeney, 5122 Chicago Avenue, Minneapolis for a license to do scavenger work for year ending December 31, 1947 was approved subject to the approval of Dr. H. W. Darby, M. D., Village Health Officer, and the President and Clerk were authorized to issue same, by unanimous vote of Councilmen present. Gas; Station License On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application of Paul D. Harper, 3920 West Lake Street, St. Louis Park for a license to operate a three-pump gas station for period ending December 31, 1947 was approved, and the President and Clerk were authorized to issue same, by unanimous vote of Councilmen present. Deed Accepted On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the State Deed for Lots 14 to 39, inclusive, Block 291, Rearrangement of St. Louis Park was, accepted and ordered filed, by unanimous vote 9f Councilmen present. Resolution On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of all members of the Council present: AMENDED RESOLUTION VACATING ALLEY Resolved, that resolution.vacating alley adopted June 4, 1946 be hereby amended to read as follows: WHEREAS, petition of a majority of the owners of real property fronting. on the line of alley in Block 184, Rearrangement 9f St. Louis Park; Block 2, St. Louis, Park North and Block 2, Maple Park, has been duly filed with the Village Council requesting vacation of said alley, and. said Council has met at the time and place specified in a notice embracing a copy of said petition duly published and posted and has heard all interested persons, and it appears in the interest of the public that all that portion of said alley lying South of the Northerly x lot lines of Lots 5 and 8, Maple Park, be vacated and that all that portion of said alley lying North thereof should not be vacated but is required in the future by the Village for drainage purposes; therefore, ' BE IT RESOLVED by the Village Council of the Village of St. Louis Park that all that portion of alley extending North and South in Block 2, Maple Park as the same is now dedicated and laid out within the corporate limits of said Village be hereby vacated. That part of alley in Block 3, Maple Park, to Lots 5, 6, 7 and 8. Also that part of alley in Block 184, Rearrangement of St. Louis Park adjacent to Lots 25, 26, 27, 28, 29, 30, 31, 32, 33, 34 and 35. Also that part of alley in Block 2, St. Louis Park North, adjacent to Lots 2, 3, 4, 5 and 6.
