SPECIAL MEETING - NOVEMBER 12, 1946 -
_ A meeting of the Village Council was called-to order by President Erickson
at 8:45 P. M. with the following Councilmen present at roll call:

Bids - Addressing Machine
Sealed bids were received and opened from the following bidder for one new
electric addressing machine capable of writing with carbon for copies, pursuant
to 'advertisement for bids in the St. Louis Park Dispatch for same:
1. Addressograph Sales Agency
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bid for
one (1) new electric addressing machine capable of writing with carbon for, copies
was referred to the Water Department for checking and recommendation, by unanimous
vote of Councilmen present. ,
Verified Claims
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
verified claims were approved, and-the President and Clerk were authorized to issue

On motion of Trustee Perkins, seconded by Trustee Jorvig, and passed by
unanimous vote of Councilmen present, the following polling places were desig-
nated for the Village Election to beheld on Tuesday, December 3, 1946:

Hearing - Rezoning
A hearing was had on the rezoning of property along Highway No. 7 near
Texas Avenue. A letter dated November 11, 1946, signed by a Petition Committee,
Mr. and Mrs. W. M. Garland and Mr. and Mrs. G. D. Morrison was read. It was
suggested that the Clerk contact Mr. Lohman and have him bring in a plat and
discuss the rezoning proposition with the group from Texas Avenue - date of meet-
ing left open.
Rezoning Under Advisement
D. R. Douglas, 3031 Glenhurst Avenue, Lawrence Hanson, 3918 West 31st Street,
Ronald Shigley, 3900 West 31st Street, L. J._La Mere, 3914 West 31st Street,
appeared regarding the rezoning of the Mazey property West of France Avenue and
South of Highway No. 7. The matter was taken under advisement by the Village
Council.
Commercial Building
Mr. Bruelheide of Bruelheide midge Guild appeared regarding a commercial
building on the NE.corner of Alabama Avenue and 35th Street. He was asked to see
the Planning Commission, Saturday, November 16, 1946 and report to the Village
Council November 18, 1946.
Pumping Station Oyposed
A group headed by Mr. E. M. Smith appeared regarding the proposed site of
Well #5 .on Vermont Avenue at the end of ;.ebster. They opposed the use of Lots 8
and 9, Block 3, Brookside Addition as a pumping station. The matter was referred
back to the Water Department to check further for location for Well #5.
Complaint - Water Hole
Mr. Oborn, 2921 Dakota Avenue appeared and complained about the water hole
at rear of his home. Trustee Perkins said he would speak to the Street Department
about it.

Speed Limits on State Highways
Mr. Darrell and Mr. Chard of the State Highway Department appeared regard-
inglapedd limits on State Highways running through St. Louis Park as recommended
in our letter dated May 17, 1946 to M. J. Hoffman, State Highway Department. After
a lengthy discussion, it was decided by the Council that the 'speed limit asked for
in above mentioned letter be asked for again as essential.
Sign Communication for Village
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, President Erickson
was authorized to sign the communication for the Village Council, dated November
11, 1946 to the Civil Aeronautics Administration prepared for execution by the
Golden Valley Village Council and other interested Municipalities and Civic Organi-
zations. Motion was passed by unanimous vote of the Council .
Aernautic Meeting, Chicago
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the President
was authorized to attend an Aeronautic Meeting in Chicago, November 14, 1946 in the
interest of the Village with expenses paid. Motion was passed by unanimous vote
of the Council.
Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
applications for licenses for year 1946 were approved, and the President and Clerk
were authorized to issue same to expire December 31, 1946. Motion was passed by
unanimous vote of the Council:

Permit - Trailer House
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Lawrence C. Lermo for permission to park his trailer house at rear of Shell Oil
Station, 5551 West Lake Street, was approved by unanimous vote of the Council.
Permission to Place Pole
N. S. Power Co. e,
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of
Northern States Power Company for permission to place 1 pole on Gettysburg Avenue,
North of Minnetonka Boulevard was approved by unanimous vote of Councilmen present.
Hard Liquor Licenses - Off Sale & On Sale r
On motion of Trustee Bolmgren, seconded by Trustee Perkins and carried by
unanimous vote of the Council, the applications for Hard Liquor licenses from the

firms for the year beginning December 15, 1946 and ending December 15, 1947 were
approved and the President and Clerk were authorized to issue said licenses sub-
ject to the approval of the State Liquor Control Commissioner:

Lease Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the lease on
" Lot 2, Block 4, Sunset Gables Second Division was approved and the President and
Clerk were authorized to execute same in behalf of the Village with J. E. Davis
as Lessee. Motion was passed by unanimous vote of the Council.
Plumber's License Bond
On motion of Clerk Justad, seconded by Trustee Perkins, the Plumber's
license bond with Howard R. Nichols, DBA Grudem Brothers of St. Paul as principal
and St. Paul-Mercury Indemnity Company, St. Paul as surety, dated October 14, 1946,
in the amount of $4,000.00, was approved by unanimous vote of the Council.
Justice of.Peace Return of Fines
Justice of Peace, H. J. Kuhlman's return of fines for period July 18, 1946
to October 26, 1946, inclusive, was read and ordered placed on file.
Bids Rejected - Sanitary-Sewer 1-N
On motion of Trustee Perkins, seconded by Trustee Bolmgren, all bids for
construction of Sanitary Sewer 1-N received November 4, 1946 were rejected, and
the Clerk was directed to readvertise for bids to be opened December 9, 1946, by
unanimous vote of the Council.
Bid for Truck Accepted
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Dahlberg Brothers, Incorporated, Hopkins, Minnesota of $1,303.86 for a one-ton
truck forthe Water Department was acceted by unanimous vote of the Council;
and the lerk was authorized to purchasesate.

REGULAR MEETING -- NOVEMBER 18, 1946
A regular meeting of the Village Council was called to order by Trustee
Jorvig at 8:10 P. M. with the following Councilmen present at roll call:

Bids for Pump House
Bids were received from the following bidders for the construction of pump
house at the SW corner of Natchez Avenue and 41st Street, according to plans and
specifications on file with the Village Engineer, as advertised for in the St.
Louis Park Dispatch:
1. C. G. Victorson & Company
As only one bid was received, it was moved by Trustee Bolmgren, seconded by
Clerk Justad, the above bid was ordered returned to C. G. Victorson and Company,
and the Clerk was authorized to readvertise fof bids to be opened December 2, 1946.
Motion was passed by unanimous vote of Councilmen present. k.
