Bid Awarded -- Sanitary Sewer 1-M On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid of Lametti & Lametti for the construction of sanitary lateral sewers for Sanitary Sewer District No. 1-M to be located in Brunswick Avenue from 29th Street to Minnetonka Boulevard; and in Minnetonka Boulevard from Brunswick Avenue to - Dakota Avenue, in accordance with plans and specifications therefor which are on file with the Village Engineer, was determined to be the lowest bid received pursuant to advertisement for bids for same ($11,836.50), and the President and Clerk were authorized to execute contract in behalf of the Village on form approved by the Village Attorney for the construction of sanitary lateral sewers for Sanitary Sewer District No, 1-M located in Brunswick Avenue from 29th Street to Minnetonka Boulevard; and in Minnetonka Boulevard from Brunswick to Dakota Avenues, with Lametti & Lametti at price bid. Motion was passed by un- animous vote of Councilmen present. Minutes The minutes of meetings held September 16th and 23rd, 1946 were read and approved as read. Permit for Mink Farm Denied The Committee of Whole discussed the application of Ernest Fitch for a permit to operate a Mink Farm at rear of premises at 5700 West Lake Street. Be- cause these premises are located in a Residential,Use District, the Council did not feel that they could grant permit for Mink Farm; and the Clerk was asked to notify Mr. Fitch. Ordinance On motion of Trustee Jorvig, seconded by Clerk Justad, the following Ordi- nance was passed by unanimous vote of Councilmen present: ORDINANCE NO. 245 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. The Zoning Ordinance of the Village of St. Louis Park adopted by the Village Council, January 20, 1932, as heretofore amended, is hereby further amended by deleting from the Residential District of the Village of St. Louis Park as specified therein: Lots 20 to 23, inclusive, Block 2 Maxey & Langams Addition and the said described land is hereby included within the Multiple Dwelling Dist- rict as specified in said Ordinance. October 7, 1946 237 Plat Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Plat of Westwood Park Second Addition was approved subject to final 0. K. of roads by Village Engineer J. C. Utton. Motion was passed by unanimous vote of Councilmen present. I Trustee Perkins Trustee Perkins came in at this time -- 8:50 P. M. Sidewalk - West Side Florida, Mtka. Blvd. to 31st Street Mr. Balir, 3056 Florida Avenue and others appeared' about the stopping of sidewalk in part of Block on the West side of Florida Avenue between Minnetonka 111 Boulevard and 31st Street. Willard Mulkins appeared in opposition to sidewalk. The matter was referred to Committee of Whole for further study. Assessments for K-40 Explained Mrs. J. Chellberg, 3317 Dakota Avenue and others appeared regarding the assessments for Job K-40, asking how it was worked. Trustee Perkins and Village Engineer J. C. Utton explained how the assessments were arrived at. Gas Main Extension Approved On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of the Minneapolis Gas Light Company for gas main extensions #4106 and #4107, as shown on plans submitted, was approved by unanimous vote of Councilmen present. Permission to Place Pole - NW Bell 'Phone Company On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northwestern Bell Telephone Company' s request for permission to place one (1) pole in the alley North of Cedar Lake Road between Georgia and Hampshire Avenues as shown on - sketch, was approved by unanimous vote of Council. Planning Commission Members Authorized to attend AMA On motion of Trustee Perkins, seconded by Trustee Bolmgren, three members of the Village Planning Commission were authorized to attend the American Muni- cipal Association's Conference in Chicago, Illinois, November 17 to 20, 1946 with expenses paid, by unanimous vote of the Council. Bids Awarded for Water Meters and Copperhorns On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of the Badger Meter Mfg. Company for 500 bronze 5/8 inch "A" water meters with 3/4 inch straight connections and enclosed oil gear trains; and the bid of the Ford Meter Box Company for 500 copperhorns with two male swivels and 2 3/4 inch female pipe connections were considered the lowest bidders on above equipment received pursuant to advertisement for bids in the St. Louis Park Dispatch, and the Presi- dent and Clerk were authorized to enter into a contract on behalf of the Village 3ith the Badger Meter Mfg. Company for 500 bronze 5/8 inch "A" water meters with 3/4 inch straight connections at a price of $7,525.00; and with the Ford Meter Box Company for 500 copperhorns at a price of $970.00 all FOB St. Louis Park. Motion was passed by unanimous vote of the Council. - Street Drainage-Quentin-40th-Vallacher A letter dated October 7, 1946 from Roy E. Peterson regarding the storm water at Quentin Avenue and 40th Street was read and the Clerk was instructed to write Mr. Peterson that this work was planned to be taken care of in the Spring of 1947. Building Permit-Double Bungalow On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building Inspector was authorized to issue:a building permit to H. W. Hanson for a double bungalow on Lots 26, 27, 28, Block 175, Rearrangement of St. Louis Park, by unani- mous vote of the Council. License Fees On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the matter of raising price of certain license fees was referred to the Committee of Whole, by unanimous vote of the Council. Police Reports - August, September, 1946 Police reports for August and September, 1946 submitted by Andy Nelson, Chief was read and ordered place on file. Fire Report - September, 1946 Fire Department report for September, 1946, submitted by C. M. Williams, Chief was read and ordered placed on file. Contractors Bond-George Madsen On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the contractors ,242 October 7, 1946 bond with George Madsen as Principal, and the Continental Casualty Company of Chicago, Illinois as Surety in the amount of $3,000.00, dated September 30, 1946; and contractors bond with George Madsen as Principal, and the Continental Cas- ualy Company of Chicago, Illinois as Surety in the amount of $2,200.00, dated September 30, 1946, was approved by unanimous vote of the Councilmen present. Hearing Date Set-Double Bungalow On motion of Clerk Justad, seconded by Trustee Bolmgren a hearing was set for October 28, 1946 on the application of C. K. Bros, 4376 Thielen Avenue, Edina for permit to build a double bungalow on Lots 6 and 7, Block 7, Lenox Addition -- Southeast corner of Minnetonka Boulevard and Kentucky Avenue. Motion was passed by'_unanimous vote of the Council. Hearing Date Set-Street Vacation On motion of Clerk Justad, seconded by Trustee Bolmgren, a hearing was set for October 28, 1946 on the petition of National Lead Company and others for the vacation of South Street from Hampshire Avenue to Minneapolis, Northfield and Southern Railroad Tracks. Motion was passed by unanimous vote of the Council. Hearing-Street & Alley Improvements - Separate Hearings were had on each of the street and alley improvements described in the following resolution. No one appeared. Resolution On motion of Clerk Justad, seconded by Trustee Jorvig, the following reso- lution was adopted by unanimous vote of the Council: ASSESSMENT RESOLUTION WHEREAS, pursuant to resolution adopted by the Village Council September 3, 1946 and published in the St. Louis Park Dispatch September 6, 1946, the Vil- lage Council has met at the time and place specified in said resolution and has heard all testimony offered by interested persons in connection with proposed assessments for each of the following street and alley improvements: IMPROVEMENT LOCATION NUMBER L-3 Edgewood Avenue from West 32nd Street to Minnetonka Boulevard L-5 Raleigh Avenue from West 41st Street to North end of Raleigh Avenue L-9 West 31st Street from Dakota Avenue to‘ Georgia Avenue L-11 West 35th Street from Texas Avenue to West end of 35th Street therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the total cost of each of said improvements is hereby determined to be in the respective amounts hereinafter set forth in the following list, and the amount of benefits conferred by said improvements upon each lot, part of lot, piece or par- cel of ground so benefited thereby, rateably and in proportion to the special benefits conferred upon'it, is hereby determined to be as respectively set forth in the following list, and there is hereby levied and assessed against each lot, part of lot, piece or parcel of ground described therein, an assessment equal to the sums therein respectively set forth, as authorized by Chapter 382, Laws of Minnesota, 1903, payable in three equal installments, the first of which shall be payable concurrent with the real estate taxes levied in 1946 and collected in 1947 together with a penalty of 10% if not paid in full within 30 days after publication of this resolution and interest at 6% per annum from the date of issuance of orders for financing this improvement.
