Fall 2009 Update to Staff, Parents & Community
General Overview
In May 2008, district parents suggested to the school board that the district consider closing a school to
save budget dollars. At that time, it was not feasible to close a school, but the School Board did adopt a
School Closing Policy [Policy No. 820 – Closing of a School Building (Adopted May 27, 2008)] to begin to
address what the process for closing a school would look like in St. Louis Park.
Spring 2009, St. Louis Park Public Schools began working with Wold Architects and Engineers to study
district facilities and determine the best use. The goal of the plan … How to create the best educational
environment for students, staff, parents and the community? The end result will be a Districtwide Facilities
Plan.
Wold Architects and Engineers will provide the School Board with a clear picture of the District’s facility
future and provide options in shaping that future with clear opportunities to possibly reconfigure the
district, and maximize educational opportunities. Understanding the impacts and consequences of
various options to allow for a comprehensive discussion towards the best long-range sustainable facilities
plan.
The end result will be a complete facilities plan that allows for future instructional programming and that
recognizes financial and facility limitations, stakeholder values, emerging demographic and enrollment
trends, standards for a 21st century school, and the 2009 Revised Strategic Plan.
Definition of the Facility Problem and Opportunity
At the April 13, 2009, School Board Meeting, Wold Architects and Engineers presented information about
how district facilities are currently being utilized. In a study of 20 Minnesota school districts of comparable
size, they found:
St. Louis Park Public Schools utilizes 260 SF per student; 36% more SF per student than average
Only one (of the 20 school districts studied) school district has more square feet per student – Austin,
MN at 283 square feet per student
Stable enrollment districts in Minnesota average 190 square feet per student
Wold Architects and Engineers also offered the following overview of the St. Louis Park Public Schools
Facility Problem and Opportunity:
The district works hard each year to be fiscally responsible;
Enrollment appears to be currently stable, in spite of past declines;
Long-range fiscal planning is desired by the community;
Data indicates that today there is excess building capacity and therefore excess operational cost;
Not all district-owned buildings are being utilized by the district; and
Some school locations and grade configurations are problematic.
To date, the study’s findings have focused solely on data analysis to define building capacity and have
not offered solutions or recommendations. Information and data collected for the facility plan is now
being discussed in the context of the revised strategic plan. Recommendations will be developed after
input has been received from stakeholders.
Facilities Plan and the DRAFT Revised Strategic Plan
The Districtwide Facilities Plan is one component of the strategic plan currently being revised by the
school district. Both will serve as a blueprint for change and a framework for decision making for St.
Louis Park Public Schools now and in the future.
Facilities are specifically addressed in the draft of the revised strategic plan under Action Strategy #2,
“We will do whatever it takes to ensure our structures, systems and beliefs align with our mission and
strategic objectives.” Currently the result contained in the draft plan states, “Phase II of the Facility Plan
is complete and the School Board has approved a ‘Right-Sizing’ plan for St. Louis Park Public Schools.”
The Revised Strategic Plan Action Strategies and Results are in draft form until the school board adopts
the revised strategic plan. The School Board is scheduled to hear the final plan in October 2009.
Stages of Facility Plan Development
There are many stages to the development of a districtwide facilities plan. St. Louis Park Public Schools
and Wold Architects have gathered data, confirmed data and developed facts to agree upon the need.
Wold is now working with the school district to develop options to address the situation and both parties
will be collecting input from students, parents, staff and community.
The graphic below highlights the stages of facility plan development. The school district will be
completing each of these stages in the development of the Districtwide Facilities Plan.
Next steps
While the strategic planning teams are currently discussing data from the
first three stages of the Districtwide Facilities Plan (gather data, confirm
data & develop facts/agreed upon need), district administration is sharing
information gathered with staff, parents and community members.
On Wednesday, October 7, 2009, a community meeting will be held at
St. Louis Park Junior High School from 7:00-8:30 p.m. to formally
communicate the study’s findings. All are invited to attend!
Additionally, a Facilities Advisory Committee is currently being formed to
review and discuss options from the Districtwide Facilities Plan. The
school district will invite staff, parents and community members who are
currently serving on the Strategic Plan Revision Action Team.
Should the plan suggest and the School Board vote to move towards
closing schools, district administration will follow the School Closing Policy
[Policy No. 820 – Closing of a School Building (Adopted May 27, 2008)].

STUDY OVERVIEW
This study was commissioned by the Independent School District #283 Board and
Administration in February 2009 to examine current district facility utilization to assess the
possibility of greater efficiency of square footage to provide an opportunity to better serve the
education of their students and community. Efficiency of square footage can yield savings in
operating costs and therefore could transfer those savings towards the classroom.
This study’s intended timing is to proceed in conjunction with the District’s Strategic Planning
process.
This Volume I: The Problem/The Opportunity is to be included in the District’s Factbook
provided to the Strategic Planning committees.
On the following page are thoughts from (2) Board of Education work sessions, February 23rd
and March 9th, where together we discussed expectations for this process.

CAPACITY OVERVIEW
Contrary to popular opinion, school buildings do not have a fixed capacity. In fact, they have a
capacity based upon how an organization chooses to allocate use of space. As you allocate
space for computer labs, special education or other support functions, this technically reduces
the number of spaces (classrooms) available for capacity.
Typical practice for School districts is to assign use of space in preparation for each upcoming
school year. Therefore each year we can calculate capacity, and each year the capacity may
change. This allocation of space dictates what spaces are available to provide capacity.
What follows is a methodology for determining capacities for your Elementary, Junior High and
High School buildings.
• The Actual capacity diagrams are included in the Reports appendix. Each school has a
2008/09 capacity and also a “potential capacity.”
• The following pages describe the capacity calculation methodology, and assumptions as
developed with your administrators.

SUMMARY ANALYSIS
• The District is leasing 52,984 SF (96,957 adjusted SF) to outside entities.
• The District K-12 enrollment is projected to remain stable over the next 10 years.
• The outlook for District programming in the Auxiliary building also appears to remain stable.
• Some programs have the capability for strategic growth currently. (Kid’s Place)
• Some programs have the capability of becoming more efficient with their square footage.
- Low Utilization space exists at Lenox such as the theatre, billiard room, music and
dance room, etc.
• Leftover space exists at Central such as portions of the basement used mostly by District
functions and outside users, PSI, locker rooms, District Storage and infrequently used
space for Art.
• Our analysis indicates there is some capacity to compact some programs at Lenox.
• As part of a facility study, if Community Education programs are relocated they should likely
retain close to their 2008/09 square footage.

DEFINING OF THE “PROBLEM”/OPPORTUNITY
The District works hard each year to keep its fiscal house in order
• You have cut $1,000,000 from your budget each year of the past 6 years.
• Voters generously supported the Nov. ’08 levy to maximize your funding.
• Voters previously supported an operating levy in 2005, and previous requests.
Student Enrollment appears to be “stable” (in spite of past decline).
• The District’s peak enrollment was 11,339 students in 1966/67.
• In 2008/09 there are 4,196 students.
• The District has experienced enrollment at approximately 4,200 students for the last 10+
years.
• Recent Enrollment projections indicate 3,918 to 4,581 students in 2017-18.
• Enrollment data indicates some loss of students at Grade 3 and Grade 6 transitions.
• Open Enrollment trend is slightly positive, averaging +17.6 students from ’97 to ’06.
Long Range Fiscal Planning is desired by your Community
• Go beyond annual operations change, to systematic change.
• Assessment of space utilization to find savings through efficiency.
Today you have excess building capacity (and therefore excess operational cost)
• Currently H.S. (9-12) potential capacity exceeds enrollment by 499 students.
• Currently Junior High (7-8) potential capacity exceeds enrollment by 481 students.
• Currently Elementary Schools (K-6) potential capacity exceeds enrollment by 397
students.
• Currently the District owns, but leases out a former Elementary building (Eliot: totaling
74,222 square feet).
• The District uses Lenox for Community Education programming and leased tenants
(Lenox: 56,973 SF)
• The District uses the old H.S. building (central) for PSI, Community Education, District
functions and outside users (Central: 183,941 square feet).
Not all District-owned buildings are being used by the District.
• The District leases out its “previously needed” building (Eliot). These leases do not offset
100% of District ownership costs (annual operations only). The District also leases out a
large portion of Lenox.
• Additional District square footage need appears unlikely.
Some school locations and grade configurations are problematic
• The District schools are not balanced across the District, with some Elementaries more
cramped for space than others.
• Our Elementaries are not balanced from an racial or free and reduced lunch perspective.
• Parents in our community want no reduction in their school buildings and are hesitant at
looking at grade configuration changes.
• The District is potentially operating too many Elementary Schools and has excess
capacity at its Secondary Schools.
• The District has some underutilized space at Lenox and Central that adds to operational
costs as well.

UTILIZATION: SCHEDULE DIAGRAMS
The following diagrams represent an excerpt from the analysis of schedules for the District’s
Secondary and Auxiliary Buildings.
These diagrams allow someone to more easily understand the level of use for each space.
1. Rooms which are scheduled receive a “wheel” divided into number of periods or “hours”
that are scheduled.
2. The “pie pieces” of the wheel are filled in when a class or use is scheduled.
3. The infilled pie pieces are color coded to represent a specific department or program.
