It w as m o ved by Com m issioner Tanner,seconded by Com m issioner Courteny to approve the February 2026 m inutes w ith the correct ion. M otion passed 3-0. 3.Hearings -No ne 4.Presentatio n -No ne 5.U nfi nished Business -No ne 6.New Business a.Recognition of Service,Catherine Courtney,Resolution 791.M s.Olson read Reso lutio n 791 into the reco rd,recognizing Com m issioner Catherine Courtney's 29 years of service on the Ho using A utho rity Board beginning June 2,1997.The resolution ackno w ledged her leadership as board chair,her co ntributions to the grow th of housing pro gram m ing and resources,and her thoughtful,conscientious appro ach to housing po licy.Com m issioner Tanner and Chair M iller off ered additional rem arks praising her institutio nal know ledge,her w elc om ing disposition tow ard new er m em bers and her pro fessio nalism .Staff also noted that Com m issioner Courtney received the M innesota NA H R O Co nrad Rett m er Aw ard in 2022 reco gnizing outstanding co m m issioners. Chair M iller stated that he w anted to add on the record that he does not understand fr om a contextual (versus system s perspective)w hy Com m issioner Courtney w as required to interview fo r a new term and w as not reappointed.He noted the institutional kno w ledge that she brings is valuable in addition to her pro fessional experience.He stated it is a disservice to the ci ty and the housing authority to not have Com m issioner Co urtney continue to service on the board. It w as m oved by Com m issioner Tanner and seconded by Chair M iller to approve reco gnition of service,Catherine Courtney,Resolution 791.M otion passed 2-0 with Com m issioner Courtney abstaining. Offi cial M inutes Ho using Authority June 10,2026 2 b.Review and approve Housing Authority Board purpose statement.M s.Olson presented an up dated purpo se statem ent,requested by city co unci l fo r consistency acro ss the city's w ebsite.The revised statem ent w as bro adened to reflect the full sco pe of Ho using Autho rity pro gram s beyond the Ho using Cho ice Voucher and public ho using pro gram s.A gram m atical edit w as suggested to im pro ve clarity in listing pro gram types. The bo ard accepted the revised purpose statem ent w ith the noted edit. c.Quarter 1 Utilization and occupancy report.M s.Olson arid M s.Randall intro duced a new repo rting fo rm at sum m arizing rental assistance utilization and public housing occup ancy by m o nth.The bo ard expressed interest in receiving this report on a quarterly basis go ing fo rw ard. d.Election of officers. Motion to table the election of officers to the August 12,2026 meeting was made by Commissioner Tanner and seconded by Chair Courtney.Motion passed 3-0. 7.Co m m u nicatio ns •Co m m issio ne r Tanner noted that Govern o r W alz pro cl aim ed the w eek of M ay 18- 22,2026 as M innesota Aff ordable Ho using W eek and took the opportunity to fo rm ally recognize staff 's eff orts to preserve and expand aff ordable housing in the co m m u nity. •The Ho using A utho rity successfully com pleted the public housing HUD inspection und er the new HU D NSPIRE standards. •The 2-bed roo m pub lic housing w aiting list opens June 15-17,2026 and the 1-bedro o m w aiting list w ill open June 29 -July 1,2026. •The Ju ly 8,2026 m eeting is canceled. 8.Other 9.A djo urn m ent It was moved by Commissioner Courtney,seconded by Commissioner Tanner,to adjourn the meeting.Motion passed 3-0.
