HomeMy WebLinkAbout26-103 - ADMIN Resolution - City Council - 2026/07/20 Resolution No. 26-103 Authorizing union contract changes by memorandum of understanding (MOU) Whereas, the City Council of the City of St. Louis Park formally approves all collective bargaining agreements between the city and its various bargaining units; and Whereas, over the term of these agreements, minor administrative adjustments, clarifications, or corrections occasionally require mutual agreement through an MOU; and Whereas, pursuant to Section 5.05 of the St. Louis Park City Charter, the city manager is designated as the chief purchasing agent of the city, with authority to execute contracts and purchases that do not exceed the statutory threshold requiring competitive bids; and Whereas, Minnesota State Law establishes the competitive bidding threshold at $175,000, and the council’s desires to streamline operations by aligning the city manager's administrative labor authority with this established charter and statutory limit; and Whereas, allowing the city manager to administratively execute minor, routine MOUs that fall within this established financial threshold will expedite routine adjustments while keeping major fiscal policy decisions under the council’s oversight; Now therefore but it resolved, by the council of the City of St. Louis Park, Minnesota, that the city manager is authorized to administratively approve and execute Memoranda of Understanding (MOUs) to existing collective bargaining agreements previously approved by the City Council, provided that: 1. The MOU is strictly administrative, operational, or clarifying in nature and does not alter the structural terms of the council approved collective bargaining agreement. 2. The total cumulative fiscal impact of the MOU does not exceed $175,000 over the remaining term of the contract.
