Local Board of Appeal & Equalization
St. Louis Park, Minnesota
April 13, 2026
1.Convene the St. Louis Park Local Board of Appeal and Equalization.
The St. Louis Park local board of appeal and equalization convened at 6:05 p.m.
2.Roll call of Board Members - declaration of quorum.
Board Members present: Daniel Bashore, Jim Engelking, Sue Budd, Tim Brausen, Yolanda
Farris
Board Members absent: Paul Baudhuin, Nadia Mohamed
Staff present: Deputy city manager (Ms. Walsh), city assessor (Mr. Bultema), appraiser lll/
commercial appraiser (Ms. Nathanson), appraiser II (Ms. Clarke)
Guests: Tony Baur, Hennepin County representative
3.Acknowledgement of trained members (Budd and Mohamed).
The board acknowledged Board Members Budd and Mohamed as trained members.
4.Accept roster of appellants and call for any additions.

b.Call for Any Additional Appellants
There were no further appeals.
5.If necessary – Motion to set Date and Time for Continued Proceedings (Reconvene).
It was moved by Board Member Budds, seconded by Board Member Farris, to reconvene the
local board of appeal and equalization on April 27, 2026, at 6:00 p.m. and to request
appellants to present in writing ahead of time and be available for questions during the April
27, 2026, reconvened meeting.
The motion passed 5-0 (Board Members Baudhuin and Mohamed absent).
6.Instruct assessor to:
a.Inform appellants for reconvene date and board process via telephone and mail

b.Inform appellants of the county board application date
May 20, 2026, was requested.
c.Re-inspect and re-appraise parcels under appeal
7.Completion of the local board certification form.
The board completed the local board of appeal and equalization certification form.
The form, as completed, is also included as an addendum to these minutes.
8.Motion to Recess
It was moved by Board Member Farris, seconded by Board Member Bashore, to recess until April
27, 2026, at 6:00 p.m.
The motion passed 5-0 (Board Members Baudhuin and Mohamed absent).

1. Reconvene the St. Louis Park Local Board of Appeal and Equalization
The St. Louis Park Local Board of Appeal and Equalization was reconvened at 6:00 p.m.
2. Roll call - Declaration of quorum.
Board Members present: Daniel Bashore, Jim Engelking, Sue Budd, Nadia Mohamed (arrived
6:05 ), Tim Brausen, Yolanda Farris, Paul Baudhuin
Board Members absent: none
Staff present: city manager (Ms. Keller), city assessor (Mr. Bultema), city appraiser (Ms.
Nathanson)
Guests: Tony Baur, Hennepin County representative
3. Acknowledgement of trained members (Budd and Mohamed)
The board acknowledged Board Members Budd and Mohamed as their trained members.
4. Review of properties in appeal.
a. Board action – Not resolved, to be heard by the local board
There were no appeals that met this criterion.
a. Board action – To be sustained, referral to the county board
There were no appeals that met this criterion.
c. Board action – To be sustained, (inspection refusal, non-response or withdrawal)
There were three appeals in this category as none had been inspected for a revaluation work-
up. Each was reviewed and ruled upon individually. The board was reminded that they may not
make a change beneficial to the owner until assessing staff have had a chance to do an interior
inspection and revaluation.
d. Board action - Appellant and assessing staff are in mutual agreement.
Four appeals needed to be read into the record individually. These appeal were read into the
record by Ms. Nathanson.

Board member Engelking made a motion, seconded by Board member Farris, to sustain the

The motion passed 6-0 (Board member Mohamed absent).
• 8301 Virginia Circle North, Cindy Brausen
Board member Farris made a motion, seconded by Board member Baudhuin, to sustain the
valuation of 8301 Virginia Circle North as presented by staff.
The motion passed 5-0 (Board member Mohamed absent, Board member Brausen abstaining,
citing conflict of interest).
• 2200 Nevada Avenue South #208 (Sheriff Sale Certificate), Jeremy Martineau
Board member Bashore made a motion, seconded by Board member Baudhuin, to sustain the
valuation of 2200 Nevada Avenue South #208 as presented by staff.
The motion passed 7-0.
• 4157 Brookside Avenue, James Engelking Jr. & Elizabeth Engelking
Board member Bashore made a motion, seconded by Board member Farris, to sustain the
valuation of 4157 Brookside Avenue as presented by staff.
The motion passed 6-0 (Board member Engelking abstaining, citing conflict of interest).
• Sixteen (16) appeals were read into the record with one motion, second and vote
to approve all. These appeals were read into the record by Ms. Nathanson and Mr.
Bultema.
The properties as read into the record are attached to the minutes as an addendum.
Board member Baudhuin made a motion, seconded by Board member Bashore, to accept the
mutually agreed upon valuations as presented by staff.
The motion passed 7-0.
5. Instruct assessor to complete record of changes for submittal.
Board Chair Brausen instructed the assessor to complete the record of changes for submittal.
6. Instruct assessor to inform petitioners of board action via mail.

Board member Baudhuin made a motion, seconded by Board member Mohamed, to adjourn the
meeting.
The motion passed 7-0.
The meeting adjourned at 6:16 p.m.
