Meeting Minutes
Call To Order – Welcome Guests
The meeting was called to order at 7:10 PM on January 7, 2026, by Chair Karl Gamradt.
Roll Call
Present: Karl Gamradt (Chair), Jillian Dixon, Leslie Rich, Michael Rydberg, Diane Slais, Daniel
Stockton, Jay Wolkenbrod, Kari Holmes, Greg Weigel (Liaison)
Absent: Saul Eugene (Vice Chair), Carrie Noble
Approval Of Agenda
Chair Gamradt proposed adding a review of the 2025 annual report to the agenda. No
objections were raised.
Motion to approve the agenda as amended was made and seconded. Motion passed
unanimously.
Approval Of December 2025 Minutes
Motion to approve the December 2025 minutes was made and seconded. Motion passed
unanimously.
Updates
Community Conversations with the PAC
Chair Gamradt reflected on the recent community conversation, noting it was challenging due
to weather conditions and some organizational issues. The committee discussed ways to
improve future presentations, including better structure, reducing repetition, involving more
PAC members as presenters, and potentially offering refreshments to increase attendance. The
group decided to plan another community conversation for February/March.
Survey Workplan
The committee decided to dedicate a significant portion of the February meeting to reviewing
and finalizing the community survey before presenting it to city departments. Lieutenant
Weigel suggested that the PAC should first come to a consensus on the surv ey format and
content to avoid prolonged back-and-forth with other departments.
Other Workplan Updates
No additional workplan updates were discussed.

2026 Workplan Development – Senior and School Outreach
The committee discussed how to reach different demographics within the community.
Commissioner Wolkenbrod emphasized the importance of targeted outreach to specific groups
like seniors and youth, suggesting smaller group settings might be more effective th an larger
community meetings. The discussion highlighted that different age groups have different
concerns regarding police services.
Other Business
The committee reviewed and approved both the 2025 Annual Report and the 2026 Work Plan.
The 2025 Annual Report highlighted key accomplishments including partnering with Humphrey
School students on developing a community survey, holding the first community conversation
with neighborhood association leaders, conducting department tours, and est ablishing service
credit for youth commission members.
The 2026 Work Plan included:
● Continuing and refining community conversations
● Outreach to other cities with similar commissions
● Youth recruitment and formalizing service credit systems
● Pursuing implementation of the community survey
● Working with the city to update bylaws from 2003
● Creating an informal guide for future PAC leadership
Both documents were approved unanimously.
